Abstract
There is a large investment being made by the international community aimed at helping nations and regions to develop their
capacity in cybersecurity. The work of the Global Cyber Security Capacity Centre (based at the Oxford Martin School) studies
and documents this: https://www.sbs.ox.ac.uk/cybersecurity-capacity/content/front. There is scope to study in more detail
the global trends in capacity building in cybersecurity, the nature of the work and the partnerships that exist to support
it. An interesting analysis might be to identify what is missing (through comparison with the Cybersecurity Capacity Maturity
Model, a key output of the Centre), and also to consider how strategic, or not, such activities appear to be. An extension
of this project, or indeed a second parallel project, might seek to perform a comparison of the existing efforts with the
economic and technology metrics that exist for countries around the world, exploring if the data shows any relationships exist
between those metrics and the capacity building activities underway. This analysis would involve regression techniques.
